We've forgotten the incidents that sparked the environmental movements, like America's Love Canal bursting into flames, and mass dieoffs of birds from DDT. I personally remember sailing out of Kagoshima in Kyushu, into the East China Sea, and finding the ocean pitch black for many miles. And being unable to see the traffic lights in Tokyo at rush hour because the air was black with pollution.
China now has an Environment Minister, and Greenpeace China is a recognized force in the country. Here is an example of one of their many current projects: using a newly-established law and a newly-established court to sue on behalf of the environment:
